Representative Drovdal said, “The Legislature will determine what proper funding is – including decisions on new buildings – not local governments.”
This is as factually incorrect as the "one size fits all" mantra that Measure 2 opponents like to use. The decision on whether to fund a new building or a fire truck is local under Measure 2.
Measure 2 expressly prohibits the legislature from placing any conditions on local government resource allocations. The legislature does not decide on specific buildings. It can create a formula that applies proportionate to all in terms of overall funding, and that formula can certainly take buildings into account - but only along with everything else.
The funding itself is not an allocation by the State. It is a lump sum in the aggregate. Local governments alone would be in the SOLE position to decide how much of that funding would go to buildings, fire trucks, salaries, or anything else they decide that they need. Like ordinary people (finally) each local government will have its own budget, and each local government alone will make decisions on how those resources are allocated. Not the State.
